The conference finished its work by three courses of lectures delivered by Prof. I.E. Timchenko, Dr. S.K. Konovalov and Temel Oguz (the second part of the course of lectures on the Black Sea ecosystems recreation after 1960) as well as by final speeches of the five chairmen.
The conference showed that:
1. The young scientists’ take an active part in study of the environment ecological state and in solution of topical problems in organization of marine area observation from artificial Earth satellites, observation and modeling of the sea surface structure peculiarities and marine dynamics. The results obtained from 2003 till 2006 are accumulated in the presented works
2. A generation of young scientists keeping and developing the scientific potential in creation of hardware and software for environment control systems was formed last years. Their works are made at the up-to-date level and correspond to the necessities of science and the Ukrainian national economy
3. Regional climatic characteristics and weather phenomena in the Black Sea region have not been studied sufficiently. It is necessary to design modern numeral models on regional climatic changeability in order to estimate possible scenarios of climate change in the 21st century
The conference decided:
1. In connection with the critical ecological state of coastal areas, to promote more active involvement of young scientists in the interdisciplinary monitoring of coastal areas especially in the regions undergone strong anthropogenic effect
2. To promote realization of some works of young scientists using unique devices and equipment collected in the Centre of sharing of devices organized on the base of the Black Sea Branch of the Moscow State University and the MHI of NASU
3. To ask the MHI NASU and the MHI Experimental Branch to go on with conducting regular (in 2 years) conferences of young scientists with the purpose of wide discussion of the obtained results and getting necessary consultations and recommendations for scientists working at science junction
4. To recommend the MHI NASU administration to invite more leading lecturers from foreign countries in order to improve young specialists’ qualification and familiarize them with priority directions in European and World oceanography
5. To stimulate young scientists in Ukraine and other states of the Former Soviet Union to learn English in order to facilitate the entrance of oceanography of these countries into the European Research Space
6. To consider it to be expedient to ask the National Academy of Sciences and the Ministry of Education and Science of Ukraine for special purpose complex grants in the field of creating automated control systems of coastal areas to be jointly accomplished by young scientists of the Academy and higher school.
7. To consider it to be topical to go on with the existing and to develop new statistical methods of research of climatic changeability in the ocean-atmosphere system. Design of up-to-date dynamical numeral models of estimating probable scenarios of climatic changes in the Black Sea region of Ukraine is supposed to be of primary importance
8. To support the appeal to the Cabinet of Ministers of Ukraine about accomplishment (approval) of the Climatic Programme of Ukraine in order to coordinate climatic research accomplished by different organizations and departments (National Academy of Sciences, Ministry of Ecology and Natural Resources, Ministry of Education and Science, etc.), to mobilize facilities and to control their effective use as well as to coordinate more closely activities accomplished both within Ukraine and in framework of international climatic programmes
International Conference
16th - 24th August 2006

The Black Sea Branch of the Moscow State University, Sevastopol,
Ukraine
Organizers of the conference:
Oceanological Centre (NAS of Ukraine)
Marine Hydrophysical Institute (NAS of Ukraine)
Lomonosov’s Moscow State University (Black Sea Branch)
MHI’s Black Sea Experimental Branch
MHI’s Special designer and technological bureau
The main purpose of the conference was to analyze the current state of the research conducted by the leading scientific institutions of Ukraine and other countries in the field of natural sciences and to show necessary directions for measurements on integration of science and education in order to provide sustainable development of modern society.
The conference, unlike the previous ones, was not just scientific where only scientific problems were discussed. In this case problems existing in higher education were also under consideration. The main task of the conference was to combine main scientific achievements with the educational process, to improve the training level of higher school specialists in nature protection i.e. ecologists,
hydrophysicists, marine biologists, climatologists, etc.
The five foci of conference are:
Focus 1: Management of coastal resources of sea water area of Ukraine;
Focus 2: Ecological-economical modeling of characteristics of the Marine Environment Resources;
Focus 3: Interdisciplinary monitoring, measuring, information and forecasting systems as components of International program
GEOSS;
Focus 4: Climatic variability;
Focus 5: Problems of an estimation of the bioproductive and anabolic potential of the Black
Sea ecosystem.
The most topical problems in ecological activities of both fundamental and applied importance were considered in sections: from the management of coastal resources in the Ukrainian marine area till the problems of climatic variability and estimation of various aspects of the Black Sea ecosystem state.
The MHI scientists prepared an exhibition for the participants of the conference where they displayed their published works, new devices and apparatus for water environment control. Undoubtedly, a special place was occupied by textbooks and train aids published by the scientists of the institute for students of higher schools.
For a long time the Marine Hydrophysical Institute has been fruitfully collaborated with higher educational institutions of the South Ukraine. This collaboration resulted in signing a joint order of the Ministry of Education and Science and the National Academy of Sciences of Ukraine (June, 2006) aimed to organize a Centre of Master’s Training for students of the Odessa State Ecological University on the base of the MHI. Professor A.B. Polonsky, Dr of Geographical Sciences, the head of the Department of Marine Climate Research of the MHI, was appointed the leader of the Centre.
The international conference showed the current state of ecological science concerned the coastal areas of the Azov-Black Sea Basin, the rational exploration of natural resources and the state of affairs in different regions of Ukraine and in the Black Sea states. It also opened a perspective for the further development of all the natural sciences.
The problems discussed during the conference can be solved under the following conditions:
1. precise estimation of the ecological state of coastal and open sea areas;
2. high level of qualification of specialists in research institutions accomplishing permanent monitoring and analysis of the state of the regions under investigation;
3. high level of training of young ecologists at higher schools due to scientific and methodological literature, up-to-date equipment that can provide students, post graduates and young scientists with necessary knowledge and experience.

The marine environment and its resources seem to be the most important factor and natural resource of forward and sustainable development of the present-day society. Ukraine’s international authority as a marine state in a great degree depends on the condition of its southern “marine façade”.
The launch of a set of national programes concerned the marine economy can serve as an evidence of the government’s urgent attention to the problems of the state in this field. One of these
programes is National Programe “Crimean Seacoast” where the problems of the coast protection and ecological state of the coastal areas are considered to be very important.
Organizers of the conference:
National Academy of Sciences of Ukraine
Oceanological Centre (NAS of Ukraine)
Marine Hydrophysical Institute (NAS of Ukraine)
Ministry of Education and Science of Ukraine
Tavrida National University
Foundation of Economical and Humane Links Development – Moscow–Crimea Foundation
The conference’s activities were divided into six scientific sections:
1. Interdisciplinary fundamental research of the coastal and shelf zones of the Azov–Black Sea Basin (Section “Ecoshelf”)
2. Design and development of the interdisciplinary oceanographic system of monitoring and forecast of the Black Sea state on the base of up-to-date technologies (Section “Operative Oceanography”)
3. Fundamental and applied physical and climatic research of the marine environment and the ocean–atmosphere climatic system (Section “Climate”)
4. Investigation of hydrophysical and biogeochemical processes determining stability and assimilation capacity of the large Black Sea ecosystem in order to manage and create methodology for estimation of the marine environment quality (Section “Stable Ecosystem”)
5. Design of automated systems for ecological control of water environment (Section “Ecohydrocontrol”)
6. Integration of science, education and industry as a factor of stable development of costal regions (Section “Integration”)
The conference was aimed to estimate the current state and changes that had been taking place in the ecosystems of the Black Sea and the Sea of Azov during the last years on the results of complex investigations conducted by scientists of Ukraine, Russia, Bulgaria, Georgia, and other Black Sea states as well as to define the ways of further development of study of ecosystem behavior under conditions of increasing anthropogenic load and considerable natural climatic anomalies that is necessary to make an optimal solution of economic and ecologic problems of the Azov-Black Sea Basin countries.
136 scientists (3 academicians, 3 corresponding members, 34 doctors of sciences, 48 candidates of sciences among them) from four countries took part in the conference.
